UNDP is seeking an experienced Oversight & Quality Assurance Engineer to support the Flood Recovery Programme in Balochistan. You will ensure timely, high-quality implementation of infrastructure recovery projects with focus on civil engineering oversight, quality assurance, and technical supervision of construction sites.

Our Resilience, Environment and Climate Change Unit (RECCU) supports projects across the country to respond to climate change threats and expand access to environmental services. Following the 2022 floods that affected 33 million people, UNDP launched the flagship Flood Recovery Programme (FRP) supporting government flood recovery efforts across four key thematic areas: housing restoration, livelihood recovery, governance strengthening, and disaster risk management.
Key Responsibilities
- • Assist in planning and undertaking on-site and off-site technical inspections of civil infrastructure projects
- • Develop, document and review technical plans including designs, drawings and Bills of Quantities (BOQs)
- • Review invoices, variation orders and construction documents from vendors for UNDP approval
- • Supervise and monitor construction and infrastructure development sites in Quetta, Balochistan
- • Ensure quality assurance of ongoing civil work in accordance with approved designs and specifications
- • Set weekly targets, conduct regular site monitoring and report progress and challenges to senior engineering team
- • Provide constructive feedback to address actual and anticipated challenges at construction sites
- • Undertake regular site visits and provide technical recommendations to accelerate work while maintaining quality standards
- • Develop and share detailed site inspection reports on pre-agreed templates with UNDP engineering team
- • Maintain photographic documentation of construction sites at every implementation stage
- • Conduct site inspections at other FRP infrastructure projects in Balochistan, Islamabad and related locations
- • Provide technical input into feasibility studies and civil project proposal reports
Requirements
- ✓ Bachelor's degree in Civil Engineering with minimum 7 years professional experience
- ✓ PEC (Pakistan Engineering Council) registration required
- ✓ Expertise in AutoCAD, MS Word, MS Excel and presentation software
- ✓ Proficiency in English at working knowledge level
- ✓ Fluency in Urdu and Pashto (desirable)
- ✓ Prior experience monitoring civil engineering projects and infrastructure development
- ✓ Experience coordinating with donors, government counterparts and technical experts
- ✓ Experience working with UN agencies, governments, NGOs and civil society organizations
- ✓ Driving License (desirable)
- ✓ Must be Pakistani national, legal resident or refugee in Pakistan
