Job Description & Core Responsibilities
The selected Manager Contracts will oversee legal, commercial, and structural contract compliance for provincial and federal projects across the zone:
- Planning & Scheduling Support: Assisting the project Planning Engineer in systematically preparing, validating, and maintaining master project schedules using specialized software (Primavera P6).
- Progress & Field Documentation: Preparing and maintaining comprehensive project documentation records, including daily progress reports (DPRs), routine project status updates, and tracking active vs. idle machinery and manpower statuses.
- HSE Record Verification: Monitoring and ensuring that all project Health, Safety, and Environment (HSE) statistics and field incident logs are accurate, compliant, and updated.
- Inter-Departmental Alignment: Coordinating internally with various technical and logistical departments to align daily tasks with the overarching project execution master schedule.
- Technical Information Management: Managing structural branch documentation, formal letters, engineering drawings, project specifications, and related technical information repositories.
- Public & Civil Agency Liaison: Concluding, finalizing, and executing contract parameters with civil and government agencies, including contractors backed by sponsoring agencies, while ensuring NLC Engineers serve seamlessly as the central execution agency.
- Technical & Economic Assessment: Assessing, auditing, and performing rigorous technical checks on all proposed and planned engineering projects, alongside performing thorough economic evaluations of incoming contract agreements.
- Timeline Enforcement: Guaranteeing the swift, lawful execution of all project Contract Agreements within strictly specified organizational time limits.
- Tendering & Procurement Formalities: Managing end-to-end contractual formalities, including tender processing, security bond management, and targeted follow-up actions to ensure successful project bidding and procurement.
- Contractual Modifications: Processing formal contract amendments and variation/deviation orders based on direct technical recommendations from the execution agency or designated project consultants.
- Sublet Document Scrutiny: Thoroughly scrutinizing comprehensive tender documentation forwarded by field teams for sublet work, ensuring full structural accuracy prior to issuing a formal Letter of Acceptance signed by the Director Projects.
- Security Money Processing: Carrying out detailed technical checks of hand receipts to authorize and safely release retention/security money upon the official expiration of the structural maintenance period.
- Penalty Evaluation: Systematically processing and vetting complex administrative cases pertaining to invoking, enforcing, or waiving off financial liquidating damages and penalties on default contractors.
- Dispute Resolution & Litigation Support: Processing and monitoring ongoing court cases, arbitration tracks, and formal legal disputes with contractors or sub-contractors through close liaison with the legal advisor and the Senior Manager Audit.
- Contractor Management: Overseeing the systematic enlistment, background verification, and formal registration of qualified third-party contractors for sublet assignments.
- Strategic Advisory: Serving as the direct on-site advisor to the Director Projects regarding all corporate, legal, and operational contract matters.
- SOP Adherence: Following all Standard Operating Procedures (SOPs) systematically issued by Headquarters (HQ) NLC in true letter and spirit.
