Available Positions & Eligibility Criteria (Individual Consultants)

01. Deputy Project Director

  • Positions Available: 01
  • Education & Qualification: Master's degree in Civil Engineering, Water Resources Management, Environmental Engineering, Public Administration, or a closely related field.
  • Experience Required: Minimum of 10 years of experience in managing large-scale infrastructure projects, with at least 5 years serving in a senior leadership role.
  • Technical Preferences: Professional certification in PMP (Project Management Professional), Lean Six Sigma, or equivalent is preferred.
  • Specialized training in FIDIC contract management or utility operations is highly desired.
  • Proficiency in project management software suites such as Primavera or Microsoft Project, alongside familiarity with task and issue tracking software like Jira or Asana for planning, scheduling, tracking, and reporting.
  • Familiarity with digital tools for performance monitoring and workflow automation, plus proven experience in risk management and donor-funded project environments (especially World Bank and AIIB frameworks).

02. Technical & Engineering Specialist (Electro-Mechanical)

  • Positions Available: 01
  • Education & Qualification: HEC-recognized Bachelor's degree in Mechanical Engineering or equivalent. Candidates possessing a Master's degree in Electrical, Mechanical, Mechatronics, Energy, Power, or Utility Systems will be preferred.
  • Experience Required: Minimum of 10 years of experience in electro-mechanical utility infrastructure projects, including water supply, sewerage, pumping stations, treatment plants, and rehabilitation works. Prior experience with FIDIC contracts and MDB-funded projects is highly preferred.
  • Technical Requirements: Hands-on expertise in pumping systems, hydraulic analysis, pipelines, treatment and chlorination systems, electrical systems, motor controls, standby generators, and instrumentation (including design review, planning, supervision, and commissioning).
  • Proven experience in the preparation of TORs, technical specifications, and bidding documents, as well as FAT/SAT witnessing, testing, commissioning, and contract/consultant management.
  • Mandatory Registration: Must hold valid registration with the Pakistan Engineering Council (PEC). Familiarity with MDB/World Bank procedures is considered a strong advantage.

03. Finance Associate

  • Positions Available: 01
  • Education & Qualification: Bachelor's degree in Accounting, Finance, Commerce, or a related discipline from a Higher Education Commission (HEC) recognized university.
  • Experience Required: Minimum of three (03) years of relevant experience in financial management, accounting, budgeting, or auditing, preferably within the public sector or donor-funded project structures.
  • Technical Preferences: Familiarity with the financial management practices of the World Bank or other multilateral development partners is highly desirable.

04. Head Operational Reforms - KW&SC

  • Positions Available: 01
  • Education & Qualification: Bachelor's degree in Civil, Mechanical, Electrical, Water, or Environmental Engineering. A Master's degree in Engineering, Management, or a relevant field is preferred.
  • Experience Required: 15–20 years of progressive senior leadership and management experience in utilities, water & wastewater management, engineering, or large public sector operations.
  • Technical Requirements: Broad experience and clear understanding of various functions and operations of water utilities (technical, engineering, O&M, financial, procurement, customer & stakeholder management, human resources management, regulatory requirements, etc.).
  • Experience in utility reforms, turnaround strategies, or performance enhancement/change management frameworks is an advantage.
  • Strong command of engineering governance, regulatory compliance, health & safety protocols, and quality assurance.
  • Must be conversant with project management tools such as Primavera.

05. Manager Technical & Engineering

  • Positions Available: 01
  • Education & Qualification: Bachelor's degree with a major in Civil, Mechanical, or Environmental Engineering or equivalent, plus a Master's degree in Civil, Water and Wastewater Engineering, Sanitary Engineering, Hydraulic, or Environmental Engineering from an HEC-recognized university.
  • Experience Required: A minimum of 20 years of experience, including at least 5 years of experience as a manager or in a senior position on major civil and mechanical works projects executed under The International Federation of Consulting Engineers (FIDIC) form of contract and funded or supported by Multilateral Development Banks (MDBs).
  • Technical Requirements: Strong technical and engineering skills and experience, including planning, design, preparation of specifications and bidding packages, construction supervision, and contract management.
  • Sound appreciation and knowledge of World Bank safeguards policies and practices, procurement guidelines and regulations, monitoring and evaluation (M&E), and GIS tools.
  • Prior exposure to the technical management practices of the World Bank or other multilateral development partners is a strong advantage.
  • Mandatory Registration: Experience in Pakistan or Central/South Asia, with active membership/registration in a recognized professional engineering body.

06. Technical & Engineering Specialist (Civil)

  • Positions Available: 01 (Note: Ad marks this under sequential index '05' list, but distinguishes it as a dedicated Civil specialist profile)
  • Education & Qualification: Bachelor's degree with a major in Civil, Mechanical, or Environmental Engineering or equivalent, plus a Master's degree in civil/water resource and Wastewater Engineering/Sanitary, Engineering/Hydraulic/Environmental Engineering or equivalent from an HEC-recognized university.
  • Experience Required: A minimum of 10 years of experience on major civil works projects based on FIDIC forms of contract and funded or supported by Multilateral Development Banks (MDBs).
  • Technical Requirements: Strong technical and engineering skills and experience, including planning, design, preparation of specifications and bidding packages, construction supervision, and contract management.
