Position Overview & Objective

The Government of Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) for the Social Protection Development Project (SPDP). BISP intends to apply part of the proceeds of this loan to payments for Consulting Services for the Hiring of an Individual Consultant for the "Procurement Wing" of BISP. Qualified and experienced national individuals, duly authorized to work in Pakistan, are invited to demonstrate their eligibility by providing comprehensive CVs and requisite background information.

Detailed Qualification & Experience Requirements

Educational Background:

  • Minimum Degree: Master's degree / Post-graduate qualification (representing at least 16 years of education) from a reputable local or foreign institution.
  • Major Disciplines: Procurement, Law, Business Administration, Supply Chain Management, Economics, Engineering/IT, or any other related field.
  • Preferred Asset: A diploma or degree specializing specifically in the field of Procurement Management from a reputable local or foreign institution is highly preferred.

Professional Experience:

  • Total Career Experience: Minimum of fifteen (15) years of post-desired qualification experience.
  • Core Functional Experience: Minimum of ten (10) years of explicit experience in procurement practices, backed by a strong background in the procurement of consulting services and goods.
  • Public Sector / Donor Experience: Minimum verifiable experience of three (3) years as a Procurement Specialist, Expert, Manager, or equivalent role inside a government organization, public entity, donor agency, or development bank.

Technical & Regulatory Proficiencies:

  • Regulatory Knowledge: Excellent knowledge of relevant rules and legislations of the Public Procurement Regulatory Authority (PPRA), along with procurement frameworks of international financial institutions and donor agencies.
  • Donor Systems: Sound knowledge of ADB/WB Procurement/CMS and STEP activities, guidelines, policies, regulations, as well as related instructions, procedures, and reporting requirements.
  • Digital Procurement: Hands-on experience and deep expertise in electronic procurement domains, specifically e-PADS, STEP, and digital procurement portals.
  • IT Systems: Excellent command over the Microsoft Office suite.

Core Competencies:

  • Proven ability to work productively within a collaborative, team-oriented environment.
  • Strong written and verbal communication skills.
  • Familiarity with public sector administrative structures, government operations, and protocols.
