Job Summary

Adam Smith International (ASI) is seeking a highly qualified Fiscal & Incentives Expert for the Revenue Mobilisation, Investment and Trade (REMIT) Programme. Funded by the UK’s Foreign, Commonwealth & Development Office (FCDO), this crucial role supports the Government of Pakistan in redesigning its Special Economic Zones (SEZs) framework.

In alignment with Pakistan’s IMF programme commitments, you will lead the analytical work required to transition from profit-based incentives to sustainable, cost- and performance-based models. Working closely with the Board of Investment (BoI) and the Special Investment Facilitation Council (SIFC), you will turn complex fiscal data into actionable national policy.

Key Duties and Responsibilities

As our Fiscal & Incentives Expert, your core responsibilities will include:

  • Fiscal Diagnostics & Cost Analysis: Conduct detailed assessments of existing SEZ regimes, including tax exemptions, customs concessions, land, utilities, and administrative expenditures.
  • Calibration Modelling: Develop and apply econometric/fiscal calibration models to predict investor response and the fiscal impacts of alternative cost-based incentives.
  • IMF & Policy Alignment: Support the design of performance-linked incentive frameworks that meet IMF structural benchmarks and align with Pakistan’s industrial growth objectives.
  • Technical Briefing & Advisory: Prepare technical costing notes, fiscal briefs, and responses to IMF queries. Deliver senior-level presentations to government leadership (BoI, SIFC).
  • Pilot SEZ Implementation: Model the fiscal implications for a pilot SEZ to evaluate the real-world operational feasibility of the proposed transition structures.
  • Stakeholder Consultation: Present findings to government and international donors, incorporating technical feedback into refined policy outputs.

Job Requirements & Qualifications

To be successful in this role, you must meet the following criteria:

Education

  • Advanced Degree: Master’s degree or higher in Economics, Public Finance, Fiscal Policy, or a closely related quantitative discipline.

Experience and Skills

  • Public Finance Expertise: Proven experience in fiscal cost-benefit analysis, tax policy instruments, and incentive design within emerging markets.
  • Economic Modelling: Demonstrated capability in designing and applying calibration models, fiscal scenarios, and sensitivity analyses.
  • Donor-Funded Programmes: Prior experience advising senior government officials, international organizations, or donor-funded projects on subsidy or structural reforms.
  • IMF Compliance (Highly Desirable): Familiarity with IMF fiscal conditionalities, structural benchmarks, and technical negotiation processes.
  • Communication: Exceptional strategic communication skills with the ability to translate complex financial datasets into clear policy recommendations.

Project Context & Reporting Line

The REMIT Programme provides technical assistance to improve Pakistan's business environment, attract foreign direct investment (FDI), and foster sustainable economic growth.

In this role, you will collaborate closely with the SEZ Policy & Governance International & National Leads and report directly to the REMIT Team Lead and Investment Climate Lead. Your deliverables will undergo review by key stakeholders, including the FCDO and high-level government counterparts.
